According to journalist Sacha Tavolieri, via Sportal, Liverpool is ready to offer the Swedish international a five-year contract.
The club intends to open negotiations with Newcastle to gauge their conditions. Liverpool's initial offer is expected to be around £100 million.
Anfield officials understand Newcastle's £150 million valuation but believe they can finalise a deal closer to £120 million, including performance-based bonuses.
Representatives from both clubs are expected to meet within the next two days and resume negotiations on a transfer fee.
