City's insistence on playing out from the back kept landing them in trouble, with Virgil van Dijk heading another big chance wide, and Pep Guardiola's men were completely outplayed for large periods of the opening half-hour.
City's first shot of the game didn't come until the 39th minute, and despite looking more dangerous in the second half, they couldn't create any clear-cut chances.
Liverpool sealed the win with 12 minutes remaining, as Salah slotted home from the penalty spot after Luis DÃaz was felled by Ortega.
The win sees Liverpool sit nine points clear at the top of the Premier League, while City drop outside the top four after losing four league games in a row for the first time since 2008.
