The London club has now set its sights on Xavi Simons, who has long been considered a likely signing for Chelsea.
However, the Blues are waiting to offload either Nicolas Jackson or Christopher Nkunku before submitting an offer to RB Leipzig.
Tottenham set to beat Chelsea to Simons
Tottenham are optimistic they can snatch Simons, who has also been linked with a move to Stamford Bridge, as reported by Sportal.
The Spurs have had an excellent start to the season with two league victories, the second of which came at the Etihad.
On the transfer market, however, they have not enjoyed similar success. The club failed to sign Morgan Gibbs-White and subsequently missed out on Eberechi Eze, who went on to join Arsenal.
In addition to Simons, Tottenham are also interested in Maghnes Akliouche from Monaco and Nico Paz from Como. They were also in negotiations with Manchester City for Savinho, but at this stage, it appears that transfer is unlikely to materialise.
