Jude Bellingham and Phil Foden rejoined the squad for the recent final qualifiers against Serbia and Albania, with England's place at the tournament already secured.
However, Foden has struggled to replicate his club form on the international stage, and Bellingham's optimal role under the German coach remains a topic of debate.
While captain Harry Kane is the undisputed leader of the attack, the composition of the supporting cast is far from settled. Cole Palmer is still contending with a groin issue, while players like Morgan Gibbs-White, Morgan Rogers, and Newcastle's Anthony Gordon are all pushing for a spot on the plane.
Tuchel has made it clear that some of the nation's biggest names will not feature together, signaling that difficult choices lie ahead as he finalizes his squad.
"At the moment, if we keep the structure, they cannot play," Tuchel explained via MetroUK
"They can, but not in this structure, not for the balance that we developed, and not for a structure that also comes with wingers who are specialists in their positions. We currently play with a six, an eight, a ten, and a nine."
The manager highlighted the intense competition for the number 10 role, a position both Foden and Bellingham could occupy.
"If you think about Phil, who could play there, if you think about Jude, you think about Morgan Rogers, who played fantastically for us in this position," he said.
"You have Cole Palmer, you have Morgan Gibbs-White, so there are a lot of players, and there’s the chance that we will not take everyone."
