Spurs have offered €60 million for the Ghanaian international Mohammed Kudus, but the Hammers have rejected the bid.
The winger joined West Ham in 2023 from Ajax in a deal worth €44 million and has a €100 million release clause, with Spurs hoping to secure the deal for less.
West Ham is reportedly open to negotiations and could use the funds to strengthen their squad as Graham Potter prepares for his first full season in charge.

Chelsea plot move for West Ham star Kudus as search continues for Sancho replacement
Chelsea are reportedly keen on adding West Ham's Ghanaian star Mohammed Kudus as Enzo Maresca looks to create a fearsome attack for next season.
Tottenham wants Kudus
West Ham has rejected a €60 million bid from Tottenham for Mohammed Kudus, according to the BBC, via Abola.
Despite the rejection, negotiations remain active, with the Ghanaian international reportedly open to leaving the Hammers this summer.
Kudus, 24, prioritizes a move to a Champions League club, a condition Tottenham fulfills after securing qualification through their Europa League victory, much to the disappointment of Ruben Amorim's Manchester United.
Recently, at least six top clubs have enquired about Kudus, including Chelsea, but a move to Stamford Bridge is considered unlikely.
Under contract for three more seasons, Kudus has tallied 13 goals and nine assists in 65 Premier League appearances for West Ham.
