LaLiga president Javier Tebas has told Barcelona what they have to do to sign Lionel Messi, as he stated that they are unable to bring the Argentine back in their current state.
Members of the Barcelona hierarchy have publicly expressed interest in bringing back the club legend as his continuation at Paris Saint-Germain is looking increasingly unlikely, with the 35-year-old stalling on an extension on his contract that expires at the end of the season.
What Tebas said
Tebas spoke today at a LaLiga event when he answered questions on Barcelona's finances and the possibility of Messi's return to the Catalan giants.

He admitted his love for Messi and his shared desire with Barcelona to see him return, however, he revealed that they are currently unable to make the move happen as they do not have the finances for it.
However, all hope is not lost, as Tebas suggested that it can be accomplished, revealing what had to be done to see it through.

“Barca must take many financial measures to undertake Messi’s registration. They need lot of effort to make it happen," Tebas said, per Fabrizio Romano.
“Today I don't see his signing as feasible. But there’s a lot of time left, Barça can still make moves to get Leo.
“We are still awaiting a feasibility plan from Barcelona. They need a big effort to make it happen.
“They can sell players, for sure, but they still have some players to register too.
