However, a new report from TBR Football suggests that Italian club Roma are now aggressively pursuing a deal.
The Serie A giants are reportedly looking to create space in their squad by terminating the loan of Brighton's Evan Ferguson, which would pave the way for Zirkzee's arrival.
Zirkzee is now Roma's top target should they manage to offload the Irish striker.
If Manchester United have indeed given the green light for a loan, a host of clubs from England, Spain, France, and Germany are expected to join Roma in the race to sign the forward in January.
